This year, the Public Edition of SAP S/4HANA Cloud will be around for 5 years. We see that the Public Edition is not often at the top of the list when it comes to an ERP replacement or expansion option. Again, the unknown makes unloved ... 

SAP has two propositions for the Public Edition of SAP S/4HANA Cloud. Grow with SAP helps companies get started and boost with the Public Edition. The RISE with SAP program is for companies migrating from SAP ECC to SAP S/4HANA. Here, the Public Edition is deployed as a Two-Tier ERP solution.  The Public Edition brings a fast, simple, and functional improvement to the ERP landscape for both the Grow and RISE programs.
